The 65th weekly meeting of the National Procurement Commission (NPC) was held at the presidential palace on Saturday evening, dated 27/08/2016, presided by His Excellency Mohammad Ashraf Ghani, the President of the Islamic Republic of Afghanistan.
In this session NPC approved 18 contracts with the total value of (1,747,248,546) Afs. The contract for the procurement of Urea fertilizer for the Ministry of Agriculture, Irrigation and Livestock (MAIL), the Ministry of Rural Rehabilitation and Development (MRRD) asphalting project of 12.23 km road in Andaraab District of Baghlan Province, the project of the Ministry of Labor, Social Affairs, Martyrs and Disabled for food items and fuel purchase, the payment for the consultative services project of the Ministry of Water and Energy for the rehabilitation of electricity urgent systems as well as some of the projects of the Ministry of Urban Development were approved in the meeting. Likewise, the meeting also approved seven contracts, divided in 14 lots, of the Ministry of Defense and that of the Ministry of Interior Affairs for the procurement of the required food stuff and fuel.
On the other hand, NPC rejected the contract of the Ministry of Communication and Informational Technology for the provision of internet services for 16 national universities, the contract of the Ministry of Public Works for the rehabilitation of 20.653 km road between Payaan Aab to Bushran regions of Herat province and the contract of Afghanistan Railway Authority for the establishment of the railway and its facilities at Aqina Border.
Mohammad Ashraf Ghani, the President of the Islamic Republic of Afghanistan advised the Ministry of Communication and Informational Technology to process the procurement proceedings of the contract for the provision of internet services for universities through restricted bidding in cooperation with the National Procurement Authority. Afterwards, the project of the Ministry of Water and Energy for the rehabilitation of Sharawan and Archi canals of Takhar and Kundoz Provinces, and the Nowruz Project (Paghman Hill) of the Ministry of Urban Development Affairs were returned unapproved to the concerning organizations due to technical problems.
Regarding the project of the Ministry of Urban Development Affairs, president Ghani, stated that the prices of the project should be inspected in the existence of the goods provided, and after complete review, its related information should be shared with the public through the mass media, so that the citizens shall know the importance of the project.
Apart from the members of the National Procurement Commission (NPC), the officials of the National Procurement Authority (NPA), the members of Upper House Commissions for Communication and Economic Affairs, the Parliamentary Anti-Corruption Caucus (PACC) and the members of SIGAR and CSTC-A also participated in the meeting.
